The Governor's Council on Child Abuse and
Neglect was created by the Governor in 1986 (Ex-
ecutive Order 01.01.1986.07). The Council is part
of the Office for Children and Youth for budget-
ary, administrative and staffing purposes only.

The Council advises the Governor on the imple-
mentation and effectiveness of programs to pre-
vent, detect, and treat child abuse and neglect.
Annually, the Council reports its recommenda-
tions to the Governor and General Assembly.

The Council consists of twenty-one members
appointed by the Governor. Among these are two
Senators designated by the President of the Sen-
ate, two Delegates designated by the Speaker of
the House of Delegates, and six government agen-
cy representatives. Non-governmental members
serve three-year terms. The Governor designates
the chairperson.

The Maryland Children's Program Awards
Committee was created in 1975 to provide public
recognition for television programs and stations
that have a constructive influence on youth
(Chapter 335, Acts of 1975).

The Commission consists of five members ap-
pointed by the Governor for one-year terms. All
members must be persons connected with the up-
bringing and education of children. The Office for
Children and Youth provides staff assistance to
the Committee (Code 1957, Art. 41, sees. 10-^01
through 1(M03).

The State Board for Community Colleges was
established in 1968 to coordinate the community
colleges in the State (Chapter 454, Acts of 1968).
Until July 1, 1969, the Board served as an adviso-
ry board to the State Board of Education; thereaf-
ter the Board assumed its statutory duties.

Originally, all community colleges were gov-
erned by local boards of education. State law in
1968 enabled local boards of education that spon-
sored community colleges to ask the Governor to
divest them of that authority, and vest it in sepa-
rate local boards of community college trustees
(Chapter 454, Acts of 1968). By 1974, all boards
of education had divested themselves of communi-
ty college responsibilities. In 1976, the Governor
was authorized to establish boards of trustees for
future community colleges (Chapter 538, Acts of
1976). This was to be done upon petition of the
respective counties, and upon recommendation of
the State Board for Higher Education and the
State Board for Community Colleges. All local
