The Advisory Committee for Children and
Youth monitors activities of the Office for Chil-
dren and Youth and periodically reports its find-
ings to the Director. The Committee also reviews
issues relating to programs and services and rec-
ommends priorities for these to the Director.
Appointed by the Governor, the Committee
consists of thirty-nine members. Three are ex of-
ficio members or their designees; twenty-four re-
present the twenty-four local Children's Councils;
and twelve are appointed members. Appointed
members serve three-year terms. The Governor
designates the chairperson.

CHILDREN'S COUNCILS
Local Children's Councils exist in each county
and in Baltimore City. Within their jurisdictions,
the Children's Councils evaluate public and pri-
vate programs, services, and plans for children;
secure and analyze Departmental plans and budg-
et requests affecting children's programs and
services; and review the use and availability of
federal, State, local, and private funds. They iden-
tify, document, and communicate needs, re-
sources, and priorities to the local governing body
and to the Office for Children and Youth. The
Councils also provide public information on chil-
dren's programs and services.
Each Council is appointed by the chief execu-
tive officer of the county or, in the case of Balti-
more City, by the mayor. Each Council includes
representatives of the local departments of health,
education, and social services, and members ap-
pointed at large. Members serve three-year terms.

By Executive Order, the Governor's Youth Ad-
visory Council was created in 1971 within the De-
partment of Human Resources. The Council was
transferred to the Office for Children and Youth
by the Acting Governor in 1978.
The Council is charged with communicating the
concerns of Maryland youth to the Governor, the
General Assembly, and the citizenry of the State
on matters involving State programs, policies, and
legislation that affect young people.
Appointed by the Governor, the Council con-
sists of 60 members between the ages of 13 and
20. Fifty-two members (one from each Legislative
District and five at-large) are chosen by a selec-
tion process developed by the Council to promote
diverse membership and equitable distribution by
age, race, and sex. Eight are directly appointed by
the Governor. Members serve two-year terms.
