boards of trustees are appointed by the Governor,
except in Baltimore City where appointments are
made by the Mayor and City Council.

The State Board for Community Colleges estab-
lishes general policies for the State's community
colleges. The Board studies the problems of com-
munity college education and assists the colleges
with expert professional advice in all areas of their
activities. The Board reviews and advises upon all
curriculum proposals for newly established com-
munity colleges, proposed major program addi-
tions or modifications in existing community col-
leges, and proposals for the establishment of new
community colleges.

To assure educational opportunities for students
and the most efficient use of funds, the Board co-
ordinates relationships among the community col-
leges and facilitates the transfer of students be-
tween Maryland institutions of higher education.
The Board also coordinates relationships among
community colleges. State and local public school
systems, and private high schools in order to pro-
mote cooperation in the guidance and admission
of students to community colleges. Additionally,
the Board arranges for the most advantageous use
of community college facilities.

The Board maintains a system of information
and accounting of community college activities
and provides grants-in-aid to plan for new colleges
and for new programs in existing colleges. It ad-
ministers the State's program of support for com-
munity colleges and helps community colleges se-
cure and administer federal funds available to
them. The Board also assists the State Board for
Higher Education in its duties as they pertain to
community colleges and in its preparation of
plans and recommendations for new facilities and
programs relating to community colleges.

The State Board for Community Colleges estab-
lishes guidelines to be used by community colleges
in financial record-keeping and the preparation of
annual audit reports. The Board also reviews au-
dits and management letters of community col-
leges to determine if the schools are audited in ac-
cordance with statute, and to assure that
appropriate recommendations are implemented by
each college.

Since 1979 the Board has been authorized to
designate certain community college instructional
programs as statewide or regional programs. For-
ty-seven programs have been so designated. These

designations minimize duplication in programs
while providing educational opportunities for stu-
dents.

Maryland now has fifteen county community
colleges and two regional community colleges. In
three counties, branch campuses also serve as ex-
tensions of neighboring community colleges. Each
branch campus is administered by a community
college in a different political subdivision under
contract with the county government in which the
branch is located. Catonsville Community College
administers a Carroll County branch campus.
Charles County Community College administers
branch campuses in St. Mary's and Calvert coun-
ties. Community college services are thus avail-
able in each of the State's political subdivisions,
except for Somerset County. Enrollment in the
fall of 1986 totaled 93,348 students in degree and
certificate programs. For continuing education
courses in fiscal year 1985, registration totaled
265,232.

The two regional community colleges are Ches-
apeake College and Wor-Wic Tech Community
College. They serve the Eastern Shore. Chesa-
peake College at Wye Mills was chartered in
1965. It serves Caroline, Dorchester, Kent, Queen
Anne's and Talbot counties. Established in 1975,
Wor-Wic Tech Community College at Salisbury
serves Worcester and Wicomico counties as a
community college with a strong emphasis on vo-
cational-technical programs.

The State Board for Community Colleges sub-
mits a State Plan each year to the Governor and
the General Assembly. The Plan incorporates ele-
ments of an annual report. The Board also pub-
lishes special and continuing studies on program
evaluation, student follow-up, enrollment, finance,
and related policy issues. General policies of the
Board are found in Title 13C of the Code of
Maryland Regulations.
A monthly newsletter, the
SBCC Bulletin, is distributed to the colleges and
State officials.

The Board consists of eight members. Seven are
appointed by the Governor with the advice and
consent of the Senate for six-year terms. One is a
student appointed for a one-year term by the Gov-
ernor upon recommendation of the community
college presidents, with the advice and consent of
the Senate. (Code Education Article, sees. 16-101
