The Task Force submitted an interim report to
the Governor and General Assembly prior to the
1985 legislative session. In 1986, the General As-
sembly enacted a victims' "bill of rights", recom-
mended by the Task Force (Chapter 125, Acts of
1986). The Task Force concluded its work in
1986.

The final report of the Task Force was submit-
ted to the Governor in January 1987. The final
document included a synopsis of the six-year ef-
forts of the Task Force to carry out its charges;
the status of the issue in Maryland, based on a
1986 survey conducted by the University of Mary-
land to update the 1981 Survey; and recommenda-
tions for future State responsibilities and actions.

At the request of the General Assembly, the
Governor formed this task force in November
1984 (Joint Resolution no. 26, Acts of 1984). The
Task Force charge was to study ways to increase
voter registration and participation. The Task
Force examined what opportunities for registra-
tion exist at schools, post offices. State govern-
ment offices, universities and colleges, community
centers, and workplaces.
In March 1986, the Task Force submitted its fi-
nal report to the Governor and General Assem-
bly.

In December 1983, the Governor created the
Western Maryland Enterprise Study Committee.
The Committee evaluated the feasibility of devel-
oping a resort conference center on State-owned
land in Western Maryland. In March 1984, the
Committee subsequently submitted an interim re-
port to the Governor and the Secretary of Natural
Resources. The Committee subsequently found
that by a joint State government and private sec-
tor effort, a conference center might be feasible at
Rocky Gap State Park.
