In December 1984, the Governor appointed the
Maryland Shock Trauma Negotiating Team. The
Maryland Team met with its counterpart from the
District of Columbia to find better ways to coordi-
nate shock trauma services for citizens of Mont-
gomery and Prince George's counties, Southern
Maryland, and the District of Columbia. The
negotiators resolved differences with regard to
treatment protocols, such as staffing levels and
care philosophies; reimbursement issues, particu-
larly those related to the Medicaid program and
Maryland's all payer hospital reimbursement sys-
tem; and victim transport, especially offsite trans-
port by helicopter.
In January 1987, the Team concluded its work.

The Governor appointed the Task Force to
Study the Funding of Special Education in Au-
gust 1985. The Task Force charge was to examine
the adequacy and equity of the present formula
for funding excess costs of special education. The
Task Force was to consider relationships among
funding options, placement decisions, and service
delivery. Methods of funding education and relat-
ed costs for children in State hospitals and treat-
ment centers as well as costs of nonpublic special
education also were to be analyzed.
The Task Force submitted an interim report in
December 1985 and a final report in October
1986.

The Committee submitted recommendations to
the Governor in September 1983. Based on these
recommendations, the Governor authorized funds
to retain a consultant to prepare a Telecommuni-
cations Master Plan. The Master Plan was sub-
mitted to the General Assembly for consideration
in 1986. The Committee concluded its work in
September 1986.

The Governor created the University of Mary-
land Medical System Salary Gap Task Force in
July 1986. The Task Force was to study cost-of-
living salary adjustments that are not recoverable
through the University of Maryland Medical Sys-
tem rate structure. The Task Force was to recom-
mend a long-term solution to the funding shortfall
created by these salary adjustments.
