In September 1985, the Governor created the
Task Force on Real Property Closing Costs. The
Task Force was asked to consider ways to reduce
real estate settlement costs that may discourage
buyers, including corporate real property buyers
who need to relocate in Maryland, The Task
Force compared Maryland closing costs with
those of other states and also compared costs in
each jurisdiction within Maryland.
After analyzing the impact of these costs on
State economic development and on the individual
purchaser, the Task Force reported its recommen-
dations in January 1986.

At the request of the General Assembly, the
Governor created the Task Force on Regional Li-
brary Resource Center Programs in August 1986
(Joint Resolution no. 33, Acts of 1986).
Since 1973, regional library resource centers
have been established in Southern Maryland, the
Eastern Shore, and Western Maryland. The Task
Force was to determine if the mandated services

of the Regional Library Resource Center Pro-
grams meet the needs of the regions. The Task
Force also was to consider the adequacy of re-
sources available to the Programs.
In December 1986, the Task Force submitted
its report to the Governor.

The Governor created the Task Force to Ex-
amine the School Construction Program in July
1985. The Task Force charge was to examine the
scope of State and local investment, including
debt service, in school construction since the Pro-
gram's inception in 1971. Requests and projected
needs for school construction and renovation were
reviewed by the Task Force and recommendations
were made indicating to what degree the State
should cover costs in the future. In addition, the
Task Force considered financing options and poli-
cies for construction and renovation, and policies
for disposition of surplus schools.
The Task Force submitted its report in Novem-
ber 1985.
