The Governor appointed the Task Force on
Mentally 111 Offenders in May 1985. The Task
Force was to determine how many criminal of-
fenders need mental health care, what kind of
care is required, and where services should be
available. The Task Force also was to estimate the
projected need, for the next three years, of mental
health care services for prisoners.

The Task Force made an interim report in No-
vember 1985. After reviewing mental health care
services, both private and public, the Task Force
made its final report in December 1986.

The Governor created the Nursing Committee
for Validation Criteria m March 1985. The Com-
mittee was asked to find common objectives of ap-
plicants for a Bachelor of Science in Nursing pro-
gram and to formulate those objectives into a
statewide model.

The Committee reviewed curriculum materials
from the fourteen Maryland colleges offering asso-
ciate degree programs, and the three hospital-
based schools offering diploma registered nurse
programs. On the basis of this review, the Com-
mittee recommended a statewide "articulation"

program. The program gives nursing students, in
both associate degree and diploma programs, the
proper course background with which to apply to
colleges and universities that offer a Bachelor of
Science in Nursing program.

The Committee submitted its report in August
1985.

The Committee submitted its report to the Gov-
ernor in March 1985. The Committee concluded
that a long-range comprehensive approach to pro-
ductivity and quality of working life requires an
immediate and continuing commitment from the
Governor and the executive branch of govern-
ment.

The Governor and Legislative Policy Commit-
tee of the General Assembly created the Joint Ex-
ecutive/Legislative Task Force on Rabies in May
1985 (Joint Resolution no. 19, Acts of 1985). The
Task Force considered various ways of controlling
rabies in Maryland.

In its October 1985 report, the Task Force rec-
ommended that State funds be allocated to enable
the Department of Natural Resources to respond
to reports of rabid or suspected rabid wildlife. The
Task Force also proposed legislation to clarify
wildlife possession laws and regulations.
