At the request of the General Assembly, the
Governor created the Task Force on Elderly
Abuse and Neglect in August 1985 (Joint Resolu-
tion no. 23, Acts of 1985). The Task Force's
charge was to examine the State's current re-
sponse to problems of abuse and neglect of the
elderly, including prevention, detection, and treat-
ment.

The Task Force submitted a preliminary report
in June 1986 and a final report in September 1986.
The Task Force recommended efforts to increase
public awareness of the problems; provide more

community services to prevent abuse; improve
training for caregivers and agency employees; im-
prove agency coordination; and fully implement
existing laws. Copies of the report are available
from the Department of Legislative Reference.

In December 1985, the Governor created the
Commission to Review the Elections Law. The
Commission's charge was to examine the sources
and disposition of campaign funding. After defin-
ing the goals and purposes of a campaign finance
law, the Commission was to ascertain how well
current law met these objectives and recommend
changes where needed.

The Commission reported to the Governor and
General Assembly in January 1987.

The Governor established the Commission on
Excellence in Higher Education in October 1985
(Joint Resolution nos. 2 and 24, Acts of 1985). In
light of inflation and proposed reduction in feder-
al aid, the Commission was to examine the status
of funding and the quality of higher education in
Maryland. The Commission submitted its final re-
port to the Governor and General Assembly in
