At the request of the General Assembly, the
Governor created the Commission on the Future
of State Psychiatric Hospitals in October 1986
(Joint Resolution no. 60, Acts of 1986). The Com-
mission is to study the use and role of State psy-
chiatric hospital centers in community-based
mental health care. The Commission will make
recommendations on budgets, service standards,
the scope of patient care, and the number of State
psychiatric facilities.
By June 1987, the Commission will report to
the Governor and General Assembly.

The Governor appointed this council by Execu-
tive Order in 1970 to succeed the Governor's Sci-
ence Resources Advisory Council.
The Governor's Science Advisory Council pro-
vides the Governor with objective scientific or

technological advice as the Governor deems nec-
essary and appropriate. It identifies broad future
problems in all fields to which scientific approach-
es should be applied, formulates recommendations
to alleviate these problems, and defines problem
areas for which committees could find solutions or
recommendations for action. The Council also de-
fines scientific areas needing additional research or
data analysis, reviews available resources to per-
form such analysis, and recommends the ap-
proach to be used. The Council further works to
improve scientific education and identifies well de-
fined problem areas for graduate studies, particu-
larly those studies that will be of value to the
State.
The Council provides scientific and technolog-
ical advice to the principal Executive Depart-
ments at the Governor's request or with the Gov-
ernor's approval. It also serves as a liaison with
scientists of other states or agencies in coordinat-
ing approaches to common scientific problems.
