The Task Force on Investment of Pension
Funds was created by the Governor in January
1987. When the General Assembly enacted legis-
lation in 1985 to limit the investment of State pen-
sion funds in South Africa, the Governor was
asked to create such a task force (Chapter 775,
Acts of 1985). The legislation required the Board
of Trustees for Maryland State Retirement and
Pension Systems to establish a data base system
for collecting pertinent information with which to
evaluate the investment prohibition's effect on the
overall investment performance of the State's pen-
sion portfolio.

The Task Force is to receive and review the da-
ta and information collected by the Board of
Trustees for Maryland State Retirement and Pen-
sion Systems on the effect of the investment prohi-
bition for the period July 1, 1985, through June
30, 1987. The Task Force also will assess the ef-
fect of the investment prohibition.

By December 1987, the Task Force is to report
its findings and recommendations to the Governor
and the Legislative Policy Committee of the Gen-
eral Assembly.

The Governor's Office of Justice Assistance was
created within the Executive Department by the
Governor in 1987 (Executive Order 01. 01. 1987.
05).

The Office is headed by the Executive Director
who is appointed by the Governor. For programs
in the area of the administration of justice, the
Executive Director is responsible for the develop-
ment of comprehensive planning and the adminis-
tration and monitoring of funds, grants, and

services authorized and appropriated under feder-
al legislation. State and local problems in the ad-
ministration of justice also are evaluated by the
Executive Director. The Governor's Advisory
Board for Justice Assistance assists the Executive
Director.

The Executive Director advises the Governor
on budget requests and legislation for the adminis-
tration of justice. On national, federal. State or lo-
cal boards or bodies concerned with the adminis-
tration uf justice, the Executive Director may be
designated as the Governor's representative. The
Executive Director serves on the Criminal Justice
Information Advisory Board.

In 1987, the Governor's Advisory Board for
Justice Assistance was created (Executive Order
01.01.1987.05). The Board assists the Executive
Director of the Governor's Office of Justice Assis-
tance to develop State strategy to support the
State's application for federal programs in the
area of the administration of justice. The Board
reviews and makes recommendations to the Exec-
utive Director on all requests for funds, grants,
and services chosen by the Office for administra-
tion or combined planning. The Board also rec-
ommends to the Governor measures to combat
State and local problems in the administration of
justice.

The Board consists of twenty-three members
appointed by the Governor. Eleven serve ex of-
ficio. One is a member of the Senate nominated by
the President of the Senate. One is a member of
the House of Delegates nominated by the Speaker.
