In 1976 the Governor appointed the State His-
torical Records Advisory Board to carry out the
historical records program of the National Histor-
ical Publications and Records Commission. The
program is a cooperative effort of the Commis-
sion, state records coordinators, state advisory
boards, and institutions and organizations
throughout the country concerned with the rec-
ords of the nation.
The National Historical Publications and Rec-
ords Commission encourages government and pri-
vate organizations to preserve and make available
for use those records that further an understand-
ing and appreciation of American history. In ad-
dition to supporting projects that directly relate to
a body of records, the Commission may also sup-
port projects to promote cooperative efforts
among institutions and organizations and to im-
prove the knowledge, performance, and profes-
sional skills of those who work with historical rec-
ords.
Guidelines and Procedures: Applications and
Grants, a pamphlet describing the program, is
available upon request.
Appointed by the Governor, the State Histori-
cal Records Advisory Board consists of at least
seven members, including the Coordinator who
serves as chairperson. Members serve three-year
terms. They represent the archival and research
institutions and organizations in the State. The
State Historical Records Coordinator is the State
Archivist.

The Maryland Humanities Council was formed
in 1970 in response to the federal law creating the
National Endowment for the Humanities (P.L.
89-209). It is a private, nonprofit Maryland cor-
poration funded by the federal government, foun-
dations, corporations, and individuals, and by a
grant from the Maryland Department of Housing
and Community Development, Division of Cul-
tural Activities. The Governor appoints four to
six of its twenty-one to twenty-six volunteer mem-
bers. The Council reports regularly to the Gover-
nor.
To promote understanding and appreciation of
the humanities in Maryland, the Council awards
grants for humanities projects for the public. The
humanities include the study and knowledge of
history, languages, literature, jurisprudence, eth-
ics, philosophy, archaeology, linguistics, compara-
tive religion, cultural anthropology, the history
and criticism of the arts, and those aspects of the
social and natural sciences that use historical and
philosophical approaches. The humanities are
concerned chiefly with ideas, the meanings of lan-
guages, and values. As bodies of knowledge, they
differ from quantitative or value-free aspects of
the social and natural sciences and the creation or
performance of the fine arts.
