The Office of Job Training and Placement was
established to provide organization, coordination,
and long-term planning for the total employment
and training system in Maryland. These responsi-
bilities are exercised through the administration of
federal Job Training Partnership Act programs,
the Maryland Job Service, and the Apprenticeship
and Training Council.
The Job Training Partnership Act programs of-
fer training and employment opportunities to eco-
nomically disadvantaged adults and youth and to
dislocated workers. Under the federal Act, the
State has administrative responsibility for the em-
ployment/training programs operated within the
State. These programs include vocational training,
counseling, and on-the-job training, as well as
summer programs for youth. They also include
those operated by local Service Delivery Areas/
Private Industry Councils (SDA/PIC).
In accordance with the federal law, the Gover-
nor designated ten local Service Delivery Areas,
which consist of a county or group of counties.
Each area has a Private Industry Council that de-
cides what particular employment and training
services are needed in its area. Appointed by local
governing bodies, the Private Industry Councils
consist of representatives of community colleges,
local government, private industry, and State
agencies.

The Maryland Job Service provides a statewide
public labor exchange to match employers with
persons who seek work. The Job Service also is re-
sponsible for many other programs. These include
Allen Registration, National Job Bank, Targeted
Jobs Tax Credit, Statewide Vocational Counseling
and Testing, Disabled Veterans Outreach, Local
Veterans Employment Representative, Unemploy-
ment Insurance Work Test, Work Incentive Pro-
gram, and Migrant and Seasonal Farm Worker
Program.

The Apprenticeship and Training Council was
created in 1966 (Chapter 671, Acts of 1966). It
was placed within the Department of Employ-
ment and Training in 1983 (Chapter 64, Acts of
1983). In 1987, the Council became part of the
new Department of Economic and Employment
Development (Senate Bill no. 699).
The Council reviews and approves apprentice-
ship programs and fosters their development. It
provides standards for the establishment and op-
eration of apprenticeship programs registered with
the Council. Periodically, the Council also reviews
the programs and reports on their progress and
success to the government and the public.
The Council consists of nine members ap-
pointed by the Governor with the advice of the
Secretary of Economic and Employment Develop-
ment, and with the advice and consent of the Sen-
ate. Members serve four-year terms.
Appointed by the Secretary, the Director of Ap-
prenticeship and Training promotes apprentice-
ship and other forms of on-the-job training with
the assistance of the U.S. Dept. of Labor's Bureau
of Apprenticeship and Training and other federal
and State agencies (Code 1957, Art. 41A, sees.
3-Wl through 3-408).
