In conformity with the provisions of the Na-
tional Foundation on the Arts and Humanities,
the Maryland State Arts Council originated as the
Governor's Council on the Arts in Maryland, es-
tablished by Executive Order in 1966. The Mary-
land State Arts Council was created by statute in
1967 (Chapter 644, Acts of 1967).
The Council provides technical and consultative
assistance to individual artists and to arts organi-
zations throughout the State and designs new or
expanded arts programs. The Council makes
grants to individual artists, arts organizations, and
county arts councils. It also operates programs of
its own, including a slide registry of Maryland vis-
ual artists, a Fine Arts in Public Places Program,
an Artists in Education Program, an Arts Facility
Assistance Program, and a State Folklife Pro-
gram.
Annually, the Council receives a grant from the
National Endowment for the Arts for program
support.
The Council consists of fifteen members. Thir-
teen are appointed to three-year terms by the
Governor in consultation with the Secretary of
Economic and Employment Development. Two
are members of the General Assembly, one ap-
pointed by the President of the Senate and one by
the Speaker of the House of Delegates. Council
members are chosen because of their participation
in civic, educational, and professional organiza-
tions concerned with or engaged in the production
of the performing visual or creative arts. Members
must also represent all geographic sections of the
State (Code 1957, Art. 41A, sees. 6-501 through
6-509).

The Office of Sports Promotion was created
with the Department of Economic and Employ-
ment Development in 1987 (Senate Bill no. 699).
The Office promotes, sponsors, and publicizes
sporting events in Maryland as an integral part of
the Division of Tourism and Promotion.

The Sister States Program is based on special
formal agreements between the State of Maryland
and states or provinces in foreign countries to en-
courage the exchange of trade and of cultural, ed-
ucational, and scientific information. Maryland
presently has three sister states: Nord Pas de Cal-
ais in France, Kanagawa Prefecture in Japan, and
Anhui Province in the People's Republic of
China.

The Division of Employment and Training
originated in 1983 as the Department of Employ-
ment and Training (Chapter 64, Acts of 1983). In
1987, the Department of Employment and Train-
ing was abolished and its functions were assigned
to the Division of Employment and Training
within the new Department of Economic and Em-
ployment Development (Senate Bill no. 699).
The Division coordinates the State's public and
private resources for employment and job train-
ing. It functions through the Office of Job Train-
ing and Placement, the Apprenticeship and Train-
ing Council, the Office of Unemployment
Insurance, and the Maryland Industrial Training
Program (Code 1957, Art. 41A, sees. 3-101
through 3-408).
