In October 1982, the Governor created the Tillie
Frank Task Force, also known as the Governor's
Task Force on County and Municipal Legislative
Powers. The Task Force was formed in response to
a 1981 Court of Appeals decision in Town of Forest
Heights v. Tillie Frank (291 Md. 331). The Court
found that where a county local law conflicts with
a municipal ordinance enacted under the munici-
pality's general police power, the county law
prevails.
The Tillie Frank decision left open the question
of which law prevails in such a conflict when the
power of a municipality to enact an ordinance is
based upon specifically delegated powers rather
than upon the general police power grant (Code
1957, Art. 23A, sec. 2, subsections 1-33). The Task
Force reported to the Governor in January, 1983,
and recommended legislation to prevent undue
county interference with municipalities. With mi-
nor amendments, the General Assembly passed the
recommended legislation.

The Governor created the Task Force in March
1983. It studied all aspects of time-sharing, a
relatively new concept in the packaging and sale of
interests in real estate.
The Task Force concerned itself particularly
with time-sharing's impact on the public, both
before and after the point of purchase of a time-
share interval. It investigated the possibility of
deceptive advertising, overly forceful sales promo-
tion, and the adequacy of disclosure of informa-

tion. The Task Force also examined concerns
regarding a buyer's right to rescind an ill-advised
purchase, the safeguarding of deposit monies, and
the fair and adequate organic structuring of time-
sharing regimes.
The Task Force recommended legislation, which
was introduced and passed at the 1984 session of
the General Assembly. The Task Force concluded
its work in March 1984.

In September 1984, the Governor created the
Task Force to develop a compensation program to
alleviate the adverse economic effects of the mori-
torium on striped bass (rockfish) fishing, which
went into effect 1 January 1985. The Task Force
reported its recommendations to the Governor in
November 1984.
