In March 1983 the Governor appointed the Task
Force on Nursing Education to develop a statewide
preparatory nursing education model that contains
Associate Degree in Nursing (ADN), diploma, and
Bachelor of Science in Nursing (BSN) program
components. The Task Force completed its work
and reported to the Governor in November 1984.

The Governor created the Oil Price Overcharge
Task Force in January 1983. The Task Force
recommended programs and procedures for the
distribution of funds received from the federal
government as a result of federal prosecution and
settlement of oil price overcharge cases. These
funds are made available to Maryland and other
states because the U.S. Department of Energy
successfully prosecuted oil companies for violation
of petroleum price and allocation regulations in
effect from 1973 to 1981. The Task Force recom-
mended programs through which the funds could
be most equitably distributed to those directly
burdened by overcharges. Distribution is to benefit
consumers. No more than five percent of the funds
are to be allocated for administrative costs. In
accordance with decisions of the Comptroller
General of the United States, programs selected
should not be limited to those affecting only a
certain group of consumers.

The Task Force concluded its work on June 30,
1984.

In May 1983, the Governor created this commit-
tee by Executive Order. The Committee analyzed
both projected costs and expenses associated with
the present retirement and pensions systems and
the relationship of these costs and expenses to the
projected State General Fund revenues for the
same period.

The Committee included twelve Legislative
members, the Secretary of Budget and Fiscal
Planning, the Secretary of Personnel, and a mem-
ber of the Governor's staff. It reported its findings
and recommendations to the Governor and the
Legislative Policy Committee in December 1983.
