In July 1984, the Governor created this commit-
tee to recommend whether Maryland should au-
thorize interstate banking and, if so, in what form.
The Committee was to determine how an expan-
sion of out-of-state banking in Maryland would
affect the State's economic and financial develop-
ment. It also examined the issue on a national
reciprocity versus regional compact approach.
The Committee reported to the Governor in
December 1984.

The Governor appointed this task force in July
1982 in response to the weakening of local govern-
ments' "State action" defense to federal anti-trust
claims from the U.S. Supreme Court's decision in
Community Communications Co. v. Boulder. That
decision made questionable the extent to which
local governments are immune from anti-trust
liability, which could result from such traditional
governmental activities as solid waste disposal,
zoning, urban development, and taxicab regula-
tion. The extent of that immunity may hinge on the
State's delegation of regulatory authority to local
government in those areas.

The Task Force identified areas of local govern-
ment operations most subject to anti-trust scrutiny
and recommended legislation to preserve the
"State action" defense in those areas where it is
needed and appropriate. The Task Force made its
report in February 1983. Its recommendations
were enacted as Chapters 395, 396, 397, and 510,
Acts of 1983.

The Governor created this committee in 1982 at
the request of the General Assembly (Joint Resolu-
tion no. 21, Acts of 1982). Composed of members
of the House Environmental Matters Committee,
the Mosquito Control Committee investigated
methods of controlling the spread of mosquitos in
Somerset and Dorchester counties. The Committee
reported to the Governor and General Assembly in
January 1983.
