In August 1984, the Governor created the Task
Force on Health-Care Cost Containment. The
Task Force examined factors contributing to the
rise in health-care costs over the past decade and
recommended ways to bring them under greater
control. Specifically, the Task Force considered
administrative or legislative changes that might
improve the State's hospital rate-setting program
and preserve Maryland's Medicare waiver. It stud-
ied the State Health Services Cost Review Com-
mission statute, the current method of financing
bad debt and charity care, and the costs and
current methods of financing medical education at
teaching hospitals. In addition, the Task Force
evaluated the need for a plan on specific capacity
for each hospital and for authorizing regulatory
agencies to reduce excess capacity.
The Task Force reported to the Governor in
December 1984.

At the request of the General Assembly, the
Governor created this commission in 1983 (Joint
Resolution no. 9, Acts of 1983). The Commission
studied how the cost of providing health care has
been affected by soaring premiums for the liability
insurance of physicians and hospitals. It also
studied the role and function of the Health Claims
Arbitration Office. The Commission reported its
recommendations to the Governor and General
Assembly on January 26, 1984.

In November 1981, the Governor established the
Ad Hoc Committee on High Technology. High
technology is widely perceived to include such
fields as electronics, computers, telecommunica-
tions, aerospace, and certain medical products.
The Committee assessed the present and future
impact of the high technology business sector on
Maryland's economy. It also proposed how the
State might more effectively establish and sustain a
major position in high technology industry.
The Committee reported to the Governor in
October 1982.

In May 1983, the Governor created the Task
Force to study home improvement laws. The Task
Force submitted its final report in January 1984.
