In July 1981, the Governor created this task
force at the request of the General Assembly (Joint
Resolution no. 30, Acts of 1981). The Task Force
studied the management and taxation of Maryland
forest lands, and recommended ways to improve
land use and preservation.
In January 1984, the Task Force reported to the
Governor.

In June 1983, the Governor created the Task
Force to Study the Funding of Public Education to
study State funding for local school systems. With
the goal of providing equal educational opportuni-
ty for all students, the Task Force reviewed all
State aid programs for local schools. It reported its
recommendations to the Governor in December
1983. Those recommendations modified the State's
formula for funding basic current expenses of
public education and were the basis for House Bill
669, enacted as Chapter 85, Acts of 1984.
The Governor, in July 1984, asked the Task
Force to resume its study. The Task Force exam-
ined ways to require increased county education
funding efforts and determine the feasibility of
implementing a cost of education index. The Task
Force also advised and assisted the new Account-
ability Task Force by recommending definitions
for expenditures that support classroom instruc-
tion, assessing the equity among counties in these

expenditures, and analyzing the potential for im-
provement in equity from the use of new State
funds for this purpose.
The Task Force submitted its report in Decem-
ber 1984.
