At the request of the General Assembly, the
Governor created this task force in 1983 (Joint
Resolution no. 20, Acts of 1983). The Task Force
studied policies affecting the growth and develop-
ment of service industries and made recommenda-
tions to facilitate the growth and location of these
industries in Maryland. The Task Force reported
to the Governor and General Assembly on Decem-
ber 30, 1983.

The Governor's Commission on Emotionally
Disabled Children and Adolescents was organized
in 1981 upon recommendation of the General
Assembly (Joint Resolution no. 23, Acts of 1981).
With the Secretary of Health and Mental Hygiene,
the Commission developed a program to imple-
ment the Maryland Community Mental Health
Services Act as it pertains to emotionally disabled
children and adolescents.
The Commission reported to the Governor in
August 1983.

In January 1982, the Governor appointed this
task force to review the State's vocational training
efforts and make recommendations for future
actions. Based on the Task Force's recommenda-
tions, the General Assembfy enacted legislation
creating the Department of Employment and
Training. The Task Force concluded its work in
January 1983.
