In March 1983, the Governor appointed this
committee to study Article 21 of the Annotated
Code of Maryland. The Article concerns State
procurement of supplies, services, and construc-
tion.
The Committee reviewed the procurement orga-
nization, source selection, contract formation, and
procurement administration provisions of Article
21, and reported its recommendations to the
Governor on October 10, 1983.

The Governor created this committee in 1982.
The Committee formulated uniform guidelines to
determine when private contractors may perform
services for the State, and what kind of services
they may perform. These guidelines constitute a
State policy to guide the General Assembly, the
Board of Public Works, the principal departments
of government, and the Governor's Office.
The Committee reported to the Governor in
March 1983.

CORRECTIONAL REHABILITATION

The Governor created this task force in January
1983 to study rehabilitation and counseling pro-
grams available to inmates in the Maryland correc-
tional system.
The Task Force reviewed ongoing rehabilitation,
alcohol, and drug counseling programs available in
State penal institutions. The analysis included data
on the number of inmates that could be served; the
effectiveness of programs, particularly those relat-
ed to later successful job experience; recidivism;
and estimates of the resources needed and results
to be expected if a program were expanded. The
Task Force also reviewed and assessed programs
offered elsewhere but not available in Maryland.
Finally, the Task Force evaluated current educa-
tional programs, and the increased availability of
resources and their expected effectiveness.
. The Task Force reported to the Governor in
October 1983.
