Appointed by the Governor in 1981, the Task
Force on Violence and Extremism was formed in
response to an increase in overt acts of violence
and intimidation aimed at certain racial, ethnic,
and religious groups. Composed of the heads of
several State agencies, the Task Force is to develop
a series of approaches, consistent with each agen-
cy's area of responsibility, to counter such activi-
ties. The Task Force is to recommend a standard-
ized system of identifying and reporting incidences
of racial, religious, or ethnic violence or intimida-
tion; recommend ways to ensure an effective
system of law enforcement, human relations, and
educational programs to assist victims; and pro-
pose methods to prevent or eliminate violence and
extremism.

A survey conducted by the Task Force disclosed
that there is no agency or organization in the
United States currently studying violence and
extremism and no ongoing research to study why it
occurs or to make recommendations on how it can
be controlled or prevented. In January 1984, the
Task Force submitted a proposal for a national
Institute for the Prevention and Control of Vio-
lence and Extremism. This Institute was incorpo-
rated in February 1984 as a tax-exempt, non-profit
educational organization. The Institute is governed
by a nine-member Board of Directors, initially
appointed with the advice of the Governor.

A brochure noting Task Force services, publica-
tions, and subcommittees, as well as the February
1983 report to the Task Force by the Survey
Research Center, University of Maryland, are

The Governor's Volunteer Council was created
by Executive Order in February 1983. The Council
is charged with assessing current volunteer efforts
in Maryland in order to develop recommendations
for improving and expanding the use of volunteers
in State government agencies and programs. The
Council will stimulate new forms of voluntary
collaboration between the private sector and gov-
ernment; assist local subdivisions in expanding
volunteer programs; and promote and serve as a
catalyst for increased opportunities for voluntary
service and cooperation by citizens, businesses,
non-profit organizations, and government through-
out the State.

The Council establishes committees to examine
and address matters such as legislation affecting
volunteers, training, recognition, loaned execu-
tives, and other issues that affect public and private
volunteer programs and their administration.

The Council is comprised of thirty members,
broadly representative of State and local govern-
ment, business and industry, labor, and the volun-
tary sector. Members serve four-year terms.
