The Interagency Committee on Specialized
Transportation was created in 1975 by Executive
Order (amended 1978, 1983). The Committee is
responsible for developing a plan to manage,
administer, and use federal funds available under
the Urban Mass Transportation Act of 1964
(Section 16(B) (2)). These funds provide capital
assistance for transportation services for handi-
capped and elderly persons. The Committee also is
to develop a plan to coordinate the activities of all
State agencies involved in providing these services.

SERVICES

At the request of the General Assembly, the
Governor created this task force to examine the
State's response to problems encountered by vic-
tims of crime (Joint Resolution no. 28, Acts of
1984). The Task Force also will address recom-
mendations for victims' rights and services made
by the federal Task Force on Victims.

The Task Force will submit a preliminary report
to the Governor and General Assembly by January
1985 and make its final report by July 1985.

VIETNAM AND DISABLED
VETERAN'S BUSINESS RESOURCE
COUNCIL

At the request of the General Assembly, the
Governor created the Vietnam and Disabled Veter-
an's Business Resource Council in January 1984
(Joint Resolution no. 4, Acts of 1983). The Council
helps Vietnam and disabled veteran-owned busi-
nesses to obtain federal, State, and local govern-
ment financial aid and contracts.

The Council includes representatives appointed
by the Governor from veterans organizations, the
Vietnam Veterans Foundation, and the Disabled
American Veterans Association. With the Gover-
nor's approval, representatives appointed by the
Secretary of Economic and Community Develop-
ment also serve on the Council from the banking
industry, the Small Business Administration, and
the Department of Economic and Community
Development.

The Council reports annually to the Secretary of
Economic and Community Development and the
General Assembly.

MEMORIAL COMMISSION

At the request of the General Assembly, the
Governor created the Maryland Vietnam Veterans
Memorial Commission in February 1984 (Joint
Resolution no. 22, Acts of 1983). The Commission
is to develop recommendations for a Vietnam War
memorial to honor Marylanders who were killed
or missing in action during that conflict.

By December 1, 1984, the Commission will
submit a report to the Governor. The Commission
