The Governor appointed this committee in 1971
to establish a safety program for State employees
who drive State-owned and privately-owned motor
vehicles to conduct official State business.
Under the State Fleet Safety Committee's pro-
gram, Accident Review Boards have been estab-
lished in all departments of State government.
These boards review all motor vehicle accidents
involving State employees on official business,
determine the cause and preventability of the
accident, and recommend corrective action. Addi-
tionally, the Committee promotes vehicle safety
activities, including defensive driving instruction
by trained instructors from various State Depart-
ments.

At the request of the General Assembly, the
Governor created this task force in 1983 to bring
together agencies and organizations capable of
meeting the needs of those Marylanders who
cannot obtain adequate food (Joint Resolution no.
23, Acts of 1983). The Task Force will use existing
knowledge and data to define the total food needs
of the poor and develop a plan to meet those needs.
The Task Force submitted an interim report in
November 1984 and will submit its final report by
September 1985 (Joint Resolution no. 3, Acts of
1984).

The State Coordinating Council for Residential
Placement of Handicapped Children was created
in 1982 (Executive Order 01.01.1982.09). The
Council has developed procedures for the opera-
tion of Local Coordinating Councils to assure that
those handicapped children who need group homes
or private child care institutions are placed there in
a timely fashion.
With the Local Coordinating Councils, the State
Coordinating Council has begun to plan, coordi-
nate, and monitor multiple-agency services for
handicapped children in residential placements
and also for those requiring residential placement.
It also maintains a multiple-agency information
system that assures agency accountability to handi-
capped children and enables the State to plan for
needed services.
The State Coordinating Council consists of the
Secretary of Health and Mental Hygiene, the
Secretary of Human Resources, and the State
Superintendent of Schools, or their designees. The
Director of the Office for Handicapped Individuals
serves as a non-voting, ex officio member.

The Governor appointed the Hart-Miller Advi-
sory Board in 1981. The Board monitors the
construction of the Hart-Miller Spoils Area Dike
and advises the Governor of any problems in the
progress of that construction.
