In June 1984, the Governor created this commis-
sion to administer the Maryland Executive Fellows
Program (Executive Order 01.01.1984.05). The
Program represents a new partnership between
State government and the private sector. It affords
the opportunity for a select group of professionals
from Maryland business and industrial firms, col-
leges and universities, the professions, and the arts
to work at the highest levels of State government.
The State officials for whom Executive Fellows
work will receive the benefit of the talent, insight,
and creative perspective brought to the affairs of
State by these persons.
The Commission devises programs and proceed-
ings to recruit, select, and assign Executive Fel-
lows, and establishes salary guidelines for them. It
appoints a selection panel to recommend candi-
dates from whom the Commission chooses Fel-
lows. The first Fellows, no more than three
individuals, will serve from Dec. 1, 1984, through
Nov. 30, 1985. Thereafter, Fellows will begin their
one-year assignments annually on July 1.
Appointed by the Governor, the Commission
consists of five members from the Maryland busi-
ness community, three from departments of State
government, and one from Maryland colleges and
universities. The Governor designates the chair-
person.

The Export Coal Task Force was created in 1980
by Executive Order to develop policies and pro-
grams for coordinating and guiding development
of the Port of Baltimore to meet the needs of a
growing worldwide demand for export coal. The
Task Force is to study the adequacy of rail
facilities connecting coal production areas with the
Port storage and pier facilities, dredging needed for
increased harbor and channel depth, and public
and private means of financing future develop-
ment.

In August 1984, the Governor created the Fiscal
Review Committee to explore ways for the State to
manage its fiscal affairs during changes in econom-
ic cycles. Since rapid economic changes have
affected the General Fund and the Transportation
Trust Fund recently, the Committee is to study
present and projected revenue and expenditure
patterns of both funds. In addition, the Committee
will review the State's cash-flow situation to find
ways to avoid times when available funds become
seriously depleted.
By December 1984, the Committee is to report
its recommendations for improving the State's
cash-flow, and, by the Fall of 1985, it will report
on the long-term fiscal structure of the State.
