In 1980, the Governor originally appointed this
task force to develop broad-based measures to
counteract the problems associated with motor
vehicle drivers who are intoxicated, or whose
abilities are impaired by alcohol. The Task Force
was to recommend means to improve the State's
ability to identify the drinking driver, remove him
from the road, attempt to rehabilitate him, and
then, if rehabilitation has been successful, restore
his driving privileges. Over the past four years,
thirty new laws have been enacted by the General
Assembly to achieve these ends.
Also in response to Task Force recommenda-
tions, the 1982 General Assembly appropriated
funds to enhance rehabilitation and education
programs administered by the Departments of
Health and Mental Hygiene and Transportation.
Oversight of these programs was assigned to the
Task Force and made its principal function by the
Ouvernur in Nuveinbci 1982. At that time, the
Governor assigned the Task Force additional re-
sponsibilities. The Task Force is to recommend to
the courts which alcohol rehabilitation programs
are worthy of certification. It also will continue to
monitor the effects of current laws and assess the
need for new legislative initiatives.

This council was created by Executive Order in
1978 to succeed the Maryland Council on the
Environment. The Council helps formulate coordi-
nated policy for the development of natural re-
sources, protection of the environment, and stimu-
lus of the State's economy. It works to resolve
conflicts between the interests of private industry
and the protection of the State's environment. The
Council also develops new programs and policies
when appropriate.
The Council consists of the Governor, the Lieu-
tenant Governor, and six Department Secretaries.

The Advisory Committee for Educational Block
Grants, originally called the Education Advisory
Committee, was created by Executive Order in
1981. Pursuant to the federal Education Consoli-
dation and Improvement Act of 1981, the Commit-
tee advises the State Department of Education on
the allocation of federal funds among eligible State
education programs. It also advises the Depart-
ment in planning, developing, supporting, imple-
menting, and evaluating these programs.
Committee members are appointed by the Gov-
ernor for one-year terms. They represent public
and private elementary and secondary schoolchil-
dren, classroom teachers, parents of elementary
and secondary schoolchildren, local boards of
