The Maryland Criminal Justice Coordinating
Council, formerly the Governor's Commission on
Law Enforcement and the Administration of Jus-
tice, was established in 1967. Functions of the
Commission were revised by Executive Orders in
1969, 1971, 1975, and 1978, and 1982. In 1982 the
Commission was renamed the Maryland Criminal
Justice Coordinating Council. In 1984 the Gover-
nor revised the Council's function by placing it
within the Executive Department and giving it
primary responsibility for providing the Governor
with specific recommendations on policy, plan-
ning, and budget matters concerning juvenile and
criminal justice (Executive Order 01.01.1984.06).

The Governor may request Council advice on
crime control, delinquency prevention, juvenile
and criminal justice agencies, and the administra-
tion of justice. In matters pertaining to juvenile
justice, the Council works in conjunction with the
Juvenile Justice Advisory Council. The Council
promotes cooperation among federal. State, and
local criminal justice agencies and, at the request
of the Governor, helps resolve specific juvenile and
criminal justice problems.

The Council consists of ten ex-officio members
and thirteen members appointed by the Governor
for three-year terms. Appointed members include
one legislator each nominated by the speaker of the
House of Delegates and the president of the Senate;
one member nominated by the chief judge of the
Court of Appeals to represent the Circuit Court of
Maryland; the Chairman of the Juvenile Justice
Advisory Council; and four public members who
have demonstrated concern, interest, and knowl-
edge in the area of criminal justice. Those ap-
pointed also include one member each to represent
the Maryland Association of Counties, the Mary-
land Municipal League, the State's Attorneys
Association, and the Chiefs of Police Association.

The Council is headed by an Executive Director,
who is responsible directly to the Governor or the
Governor's designee.

By executive order, the Governor created the
State Data Security Committee in 1983. The
Committee regularly evaluates the security of State
agency systems containing computerized records.
It also evaluates systems risks and periodically
tests levels of security.

Semi-annually, the Committee reports to the
Governor and to the chairpersons of appropriate
legislative committees.

The Committee consists of nine data profession-
als within State service. Six agencies each have a
permanent representative on the Committee:
Comptroller of the Treasury, Department of
Transportation, Department of Public Safety and
Correctional Services, University of Maryland,
Board of Trustees of the State Universities and
Colleges, and Department of Budget and Fiscal
Planning, whose representative serves as chair-
person. The three remaining members are ap-
pointed by the Governor upon recommendation of
the chairperson. Any agency security officer as-
signed to the Committee may not participate in
any computer system security analysis of his
agency by the Committee.
