Created in 1980 by Executive Order, this com-
mission replaces the former Committee to Study
the State Debt.
The Commission on State Debt serves as an
advisory group. Annually, it recommends to the
Board of Public Works a State tax rate on real and
personal property. This tax rate must provide
sufficient funds to meet debt service requirements
on outstanding general obligation bonds during the
next ensuing fiscal year.

The Governor created this task force in 1982 to
examine the legal defense of insanity. The Task
Force is to inquire into the nature of the defense as
a part of the criminal law. It also is to examine the
evidentiary and procedural issues which arise when
the defense of insanity is raised at trial, and issues
related to detention and treatment of those found
to be not criminally responsible for their acts. The
Task Force will examine alternatives to the defense
of insanity and recommend whether the defense
should be continued in its present form or altered.
The Task Force, in 1984, proposed legislation
that was enacted as Chapter 501, Acts of 1984
(Code Health-General Article, Title 12; Art. 27,
secs. 139, 743, 747).

The State Development Council was established
by Executive Order in 1980. It studies existing
programs, laws, and policies that affect statewide
development and makes recommendations to the
Governor on matters relating to Maryland's physi-
cal and economic development. The Council is
concerned with the broad spectrum of State devel-
opment issues, including agricultural preservation,
urban conservation and growth, environmental
and historic preservation, rural development, and
economic development.

The Governor created the State Development
Council Task Force in 1980 (Executive Order
01.01.1980.01). The Task Force reviews the draft
development policies produced by the State Devel-
opment Council and holds public hearings
throughout the State to obtain public response to
these proposed policies. The Task Force also may
be requested to prepare legislation addressing the
problems of physical and economic growth in
Maryland.
