road are financed, constructed, operated, and
maintained solely through the tolls charged to
users (Code Transportation Article, secs. 4—101
through 4-404).

The Mass Transit Administration was created as
part of the Department of Transportation by
Chapter 526, Acts of 1970, as amended by Chapter
253, Acts of 1971. As the public transit arm of the
Department, the Administration operates and
maintains the public bus system and is responsible
for the development, construction, and operation
of the Baltimore Metro. These operational and
developmental activities are conducted within the
Administration's metropolitan service area, which
encompasses Anne Arundel County, Baltimore
City, and Baltimore County. In addition, the
agency administers a program that provides tech-
nical and financial assistance to develop or im-
prove public transportation in small urban areas
throughout the State (Code Transportation Arti-
cle, secs. 7-101 through 7-706).

Prior to its incorporation into the Department in
July 1971, the Mass Transit Administration func-
tioned as the Metropolitan Transit Authority,
which was originally established by Chapter 160,
Acts of 1969, succeeding a former Authority
created by Chapter 670, Acts of 1961.

The State Aviation Administration was created
by Chapter 526, Acts of 1970, as a unit of the
Department of Transportation, replacing the State
Aviation Commission established by Chapter 318,
Acts of 1929. The Administration develops and
operates airports and fosters and regulates aero-
nautical activity within the State. The Administra-
tor is appointed by the Secretary of Transportation
with the approval of the Governor.

By Chapter 180, Acts of 1972, the operation of
Baltimore Washington International (BWI) Air-
port, the State's major air carrier facility, was
assigned to the State Aviation Administration. The
Act authorized the State to purchase Baltimore
Washington International Airport from Baltimore
City. The same Act abolished the Friendship
International Airport Authority, originally created
by Chapter 529, Acts of 1970. Friendship Airport
was renamed BWI in 1973.

The Administration also supervises the opera-
tion of the State-owned Glenn L. Martin Airport
in Baltimore County.

The State Aviation Administration inspects and
licenses commercial airports, air schools, and air
school instructors for safe operation. It fosters
safety in aviation through educational seminars for
pilots and mechanics, and through its publica-
tions—the newsletter, Flight Plan, a directory of
Maryland airports, and a Maryland aeronautical
chart.

The Administration provides technical and fi-
nancial assistance to airport sponsors and owners
in the preparation of master plans and in improve-
ments to facilities. Standardized runway markings
are applied and maintained at airports throughout
the State. A Maryland Aviation System Plan has
been prepared in cooperation with the Planning
and Development staff in the Secretary's Office
and other State and local agencies (Code Transpor-
tation Article, secs. 5-101 through 5-1105).
