airport noise levels. The Board is authorized and
empowered to grant specific variances from airport
zoning regulations in cases of practical difficulty or
unnecessary hardship.

The Board consists of ten members appointed to
four-year terms by the Governor with the advice of
the Secretary of Transportation and the advice and
consent of the Senate. Three members must be
Anne Arundel County residents. Three must reside
in Baltimore County and two in Howard County.
Two members, including the chairperson, must be

nates the chairperson (Code Transportation Arti-
cle, sec. 5-506).
