The Maryland State Advisory Council on Vo-
cational-Technical Education advises the State
Board of Education in the' development and prep-
aration of the five-year Plan for Vocational-Tech-
nical Education and the annual program plan and
accountability report. It assists the State Board in
the development of plans for the evaluation of the
effectiveness of each program addressed in the
State Plan. The Council also evaluates vocational
education programs, services, and activities
assisted under Public Law 94-482. After consulta-
tion with the State Employment and Training
Council, the Advisory Council (a) identifies the
vocational education and employment and train-
ing needs of the State, and (b) assesses the extent
to which vocational education, employment train-
ing, vocational rehabilitation, and other programs
assisted by the Act represent a consistent, inte-
grated, and coordinated approach to meeting
such needs. It monitors program evaluations con-
ducted by the State Board of Education. The
Council advises the State Board of Education on
policy matters arising out of the administration of
programs addressed in the five-year State plan,
the annual program plan, and the accountability
report. It provides advice, makes studies, and
furnishes reports on vocational-technical educa-
tion to the Governor, General Assembly, and
other government agencies on its own initiative or
upon request.

The Council provides technical assistance on
the establishment and operation of local advisory
councils to local educational agencies, postsecon-
dary education institutions, and local advisory
councils. In addition, the Council advises the

State Board for Higher Education and the State
Board for Community Colleges with regard to
vocational-technical programs, services, and activ-
ities; and prepares and submits to the U.S. Secre-
tary of Education and National Advisory Council
on Vocational Education, through the State
Board of Education, an annual evaluation report
on the effectiveness of the State's vocational-tech-
nical education programs (Code Education Arti-
cle, secs. 21-101 through 21-107(e)).

Created by Chapter 22, Acts of 1978, the
Council consists of twenty-five members
appointed by the Governor. Members are chosen
from persons who represent and are familiar with
the following areas, agencies, and institutions:
management, labor, agriculture, industrial and
economic development, community colleges, insti-
tutions of higher education, vocational-technical
institutions, special vocational education experi-
ence and knowledge, comprehensive secondary
schools, nonprofit private schools, correctional in-
stitutions, vocational education teachers and stu-
dents, vocational guidance and counseling, local
educational agencies, local school boards. State
Employment and Training Council, disadvan-
taged, sex discrimination, handicapped, the gener-
al public, and vocational education students.
Members serve for three-year terms. The Council
selects its own officers.

Copies of the Council Annual Evaluation Re-
port, Local Advisory Council Handbook, and Re-
port of Public Meetings are available free to the
public.
