The chief executives of the signatory members
to the Joint Agreement comprise the voting mem-
bership of the Board of Directors. The Board is
the governing body for establishing policies for
programs, operations,and fiscal affairs. Stated
meetings of the Board are the fourth Tuesdays of
January, March, May, and October.
A Regional Education Council of professionals
representing educational institutions and others
selected from agencies having direct relationships
with RESA meets on the fourth Thursdays of
February, April, September, and November. This
is the program coordinating body for the Agency
and a forum for discussing educational issues fac-
ing the members and the region. The Council an-
nually elects a chairperson who also serves as a
non-voting member of the Board of Directors.
RESA fosters cooperation among all educa-
tional institutions and organizations concerned
with the needs of the people in the region;
establishes goals, policies, and procedures for re-
gional education projects; and plans, coordinates,
and conducts regional educational projects. It
promotes the improvement of educational, scien-
tific, and literary facilities and programs at and
among participating institutions; and organizes
and supports an operational office governed by a
Board of Directors responsible to public authori-
ties.
One of the responsibilities of this Agency is to
provide technical assistance and recommendations
to the Governor, as Chief Executive and as a
member of the Appalachian Regional Commis-
sion, concerning plans, programs, and activities
directed toward education's role in the develop-
ment of the region according to state and local
education and development policies and the Ap-
palachian Regional Development Act. These rec-
ommendations are the basis for funding programs
for education by the Appalachian Regional Com-
mission through the Maryland Department of
Economic and Community Development.
The Agency provides a basic staff to assist
member institutions in identifying needs that
might be met through regional programs or ser-
vices. Based on Board policy, the staff provides
direct support and leadership for interagency/
institutional liaison, project development and im-
plementation, and project review and evaluation.
Operations and programs of the Agency are
funded through budget allocations of the signato-
ry members and from grants and contracts with
local. State, and federal agencies, including the
Appalachian Regional Commission.

The Maryland Higher Education Supplemental
Loan Authority was created in 1982 (Chapter
488, Acts of 1982). The Authority has the power
to issue tax exempt revenue bonds on behalf of
participating colleges and universities which will
use the proceeds for student loans. This self-sup-
porting program requires no appropriation of
State funds.
The Authority consists of eleven members. The
Governor appoints nine of them. The State Trea-
surer and the Comptroller of the Treasury, or
their designees, serve ex officio. Of the appointed
members, two are trustees, directors, officers, or
employees of institutions of higher education, at
least one of whom is from an institution not
owned or operated by the State or any of its po-
litical subdivisions. Two members are experienced
in State and municipal finance, one in higher edu-
cation finance, and two in student financial aid.
Two members are appointed from the public at
large. All are State residents. Initially, three mem-
bers serve one-year terms, three serve two-year
terms, and three serve for three years. Thereafter,
members serve three-year terms. The Authority
elects its own chairperson and vice-chairperson,
and appoints the Executive Director.
