Division of Correction. The Council consists of
the State Superintendent of Schools who serves as
chairperson, the Commissioner of Correction, a
superintendent of schools in which an institution
is located, and the executive director of the State
Board for Community Colleges, all of whom
serve ex officio, and one public member appoint-
ed by the Governor for a four-year term. The
State Department of Education provides neces-
sary technical and clerical assistance. For budget-
ary and administrative purposes the Council is
under the jurisdiction of the Department of Pub-
lic Safety and Correctional Services (Code Educa-
tion Article, secs. 22-101 through 2-104).

This Council was created by Chapter 539, Acts
of 1976, to develop an educational program in
each State hospital center and juvenile residential
institution within the Department of Health and
Mental Hygiene.

The Council consists of thirteen members.
Eight ex officio members include the State Super-
intendent of Schools who serves as chairperson,
the Secretary of Health and Mental Hygiene, the
Director of the Mental Hygiene Administration,
the Director of the Juvenile Services Administra-
tion, the Director of the Mental Retardation and
Developmental Disabilities Administration, the
Superintendent of Public Instruction of Baltimore
City, and two county superintendents of schools

from counties in which one of the institutions is
located. The Governor appoints five members
from the public at large for five-year terms.

Technical assistance and support is provided by
the Department of Health and Mental Hygiene
and the State Department of Education (Code
Education Article, sec. 22-201 through 22-205).

The State Administrative Board of Election
Laws, created in 1969, exercises supervision over
the conduct of elections in the State (Chapter
555, Acts of 1969).

The Board consists of five members appointed
by the Governor by and with the advice and con-
sent of the Senate for four-year terms. Three
members must be of the same political party as
the Governor, while two members represent the
party that received the second greatest number of
votes in the most recent gubernatorial election.
The Board selects its own officers.

The Governor also appoints the State Adminis-
trator of Election Laws for a six-year term.

The Board exercises supervision over the con-
duct of voter registration and elections in the
State. It adopts rules and regulations to assist lo-
cal boards of supervisors of elections with respect
to elections, voting, and voter registration. The
Board has authority to review, approve, certify,
and decertify voting systems and to adopt regula-
tions relating thereto. In addition, the Board
serves as a depository for election records and
other relevant election information. It reports an-
nually to the General Assembly on the activities
of the Board and administrative office and in-
cludes recommendations for changes in Article 33
to assure its uniform administration and improve-
ment in the procedure for the conduct of registra-
tion, voting, and elections.
