The Maryland Higher Education Loan Corpo-
ration was created by Chapter 589, Acts of 1963.

The Corporation has the power to lend money
or to guarantee loans made by approved lenders
to State residents who are attending or are plan-
ning to attend colleges or vocational, trade, and
technical schools within or without the State.
Such aid may extend to dependent undergradu-
ate, graduate, or professional students; to inde-
pendent undergraduates; or to the parents of such
students to help the students meet their educa-
tional expenses (Chapter 559, Acts of 1982). The
Corporation may accept gifts, bequests, and gov-
ernmental appropriations or grants for its pur-
poses. The Corporation is also empowered to es-
tablish rules and regulations for the granting,
administration, and repayment of student loans.

Program changes enacted by the 1966 and the
1967 sessions of the General Assembly enable the
Corporation to enter into agreements with the U.
S. Office of Education. By these agreements the
federal government provides repayable advance
funds to be added to the student loan reserve and
makes Maryland residents eligible to receive a
federal subsidy for part of the interest on their
loans.

The Corporation consists of eleven members.
With the advice and consent of the Senate, the
Governor appoints nine members for six-year
terms. The State Scholarship Board Chairperson
and the President of the University of Maryland
serve as ex officio members. The Governor desig-
nates the chairperson and vice-chairperson (Code
Education Article, secs. 18-1001 through 18-
1014).

The Regional Education Service Agency of Ap-
palachian Maryland (RESA) was created pursu-
ant to Education Title 4-121 of the Annotated
Code of Maryland (1978) and by the approval of
the Attorney General of Maryland of a joint
agreement by the eight member institutions. The
overall purpose of RESA is to raise the education-
al level of all people in Appalachian Maryland
(Allegany, Garrett, and Washington counties) to
better enable them to develop socially, culturally,
and economically. Its member institutions include
Allegany Community College, Frostburg State
College, Allegany County Board of Education,
Hagerstown Junior College, Washington County
Board of Education, Garrett Community College,
Garrett County Board of Education, and the Uni-
versity of Maryland. Background information on
the agency appears in two publications: What's a
RESA? and Appalachian Maryland—A Great
Place to Learn, A Great Place to Live. These publi-
cations are available upon request.

The Agency began in 1967 as the Educational
Subcommittee of the Appalachian Regional Com-
mission. It became a formal organization with an
office and staff in 1970 and became a separate ad-
ministrative entity of government in 1973, accord-
ing to Maryland Code.
