needs, and improvements of schools. The Divi-
sion prepares and publishes pamphlets to stimu-
late public interest, promote the work of educa-
tion, and foster professional insight and efficiency
in teachers. It also cooperates with the Depart-
ment of Health and Mental Hygiene to develop
public standards and guidelines for school health
programs.

The Division of Instructional Television pro-
vides innovative and timely instruction, via televi-
sion and media services, that will contribute to
the achievement of public education priorities in
Maryland.
The Division works with local education agen-
cies (LEAs), State Instructional Television Re-
gional Advisory Boards, State ITV Curriculum
Committees, ITV coordinators, divisions within
the State Department of Education, and the
Maryland Public Broadcasting Commission to
serve State education priorities.

The Division of Library Development and Ser-
vices is responsible for the administration, direc-
tion, and budgetary development of State and
federal programs for improving library services in
public schools and public libraries throughout the
State. This includes: identification of needs; plan-
ning and development of recommendations for li-
brary legislation; monitoring and evaluation of
ongoing programs; and dissemination of informa-
tion. The Division also coordinates the State Li-
brary Network, the center of which is the Enoch
Pratt Free Library. Three Regional Resource
Centers include the State Library Resource Cen-
ter, the McKeldin Library of the University of
Maryland, and the Eisenhower Library of Johns
Hopkins University.

The Maryland Advisory Council on Libraries
was created by Chapter 770, Acts of 1971, to
gather information pertaining to the needs of li-
braries throughout the State; render advice for
consideration by the Division of Library Develop-
ment and Services, the State Superintendent of
Schools, the State Board of Education, and the
Governor; and engage in other activities to pro-
mote continued improvement of library services
in the State.
The Council consists of twelve members, all of
whom must be State residents. The Governor ap-
points seven members for five-year terms. Of the
appointed members, one must be a library trust-
ee, and one a professional librarian. Five mem-
bers represent the general public, but each must
be knowledgeable in library and public affairs.
No member may serve more than two consecutive
terms. Ex officio members are the Chairperson of
the Council on Higher Education, the President
of the Enoch Pratt Free Library Board of Trust-
ees, the President of the Maryland Library Asso-
ciation, the Dean of the School of Library and
Information Services of the University of Mary-
land, and the President of the Maryland Educa-
tional Media Organization, or their designated
representatives. The Governor designates the
chairperson while the Council members select the
vice-chairperson. The Assistant Superintendent
for Libraries of the State Department of Educa-
tion acts as Secretary to the Council.
Funds for the Advisory Council are provided
in the budget of the Division of Library Develop-
ment and Services, State Department of Educa-
tion (Code Education Article, sec. 23-106).
