(LEAs) in providing appropriate educational pro-
grams for all handicapped children and youth in
Maryland in compliance with State and federal
mandates. It is the responsibility of the Division
to ensure compliance with State and federal laws
that mandate service be provided for all handi-
capped children. The Division offers assistance to
parents seeking a free, appropriate, special educa-
tion for their handicapped children, and cooper-
ates and collaborates with other State agencies in
order to provide a comprehensive service network
to handicapped children.

The Division provides programmatic assistance
to LEAs in such areas as individual educational
plans, non-discriminatory testing, early childhood
programs, personnel development, and program
evaluation. It also supervises educational pro-
grams and services in approved nonpublic and
State institutions and the administration of as-
sessment of children having profound or complex
handicaps.

The Division of Vocational Rehabilitation is re-
sponsible for the supervision of a program of di-
rect services to handicapped persons; the develop-
ment of a Statewide plan to provide rehabilitation
services to all the State's handicapped citizens;
and the implementation of plans for establishing,
staffing, and supervising workshops and rehabili-
tation facilities.

The Division offers services at regional and lo-
cal offices located strategically throughout the
State. The primary purpose is to provide diagnos-
tic counseling, physical restoration, training, and
placement services for every Maryland resident
with a vocational handicap resulting from disabil-
ity.

The Division also administers and operates the
Maryland Rehabilitation Center, a multi-million
dollar facility. At the Center eligible handicapped
persons may undergo a comprehensive program
of evaluation, counseling, and training while re-
siding on the premises.

Consultative services are available to work-
shops and facilities that may be used for federal-
ly-funded programs.

The Division's professional personnel also work
with community organizations in developing re-
search and demonstration projects designed to
improve services to handicapped persons.

In response to a request by the President of the
United States, the Governor established a Gover-
nor's Committee to Promote Employment of the
Handicapped in 1947. The agency now is known
as the Governor's Committee on Employment of
the Handicapped. It is housed within the Division
of Vocational Rehabilitation (Executive Order
01.01.1980.12). The Governor appoints members
for three-year terms and the chairperson for a
two-year term.

The Governor's Committee functions primarily
as an educational and public relations instrument.
It works to create a public awareness of the prob-
lems faced by handicapped individuals in finding
employment; cooperates with all groups, public
and private, in promoting services for the handi-
capped; and initiates and promotes programs to
stimulate hiring the handicapped.

To reach all sections of the State, local com-
mittees have been organized in each county and
in Baltimore City. The Governor's Committee
acts as liaison between the President's Committee
and local committees. To coordinate the program
and keep committees informed on State and na-
tional activities, an internal publication, entitled
Newsworthy, goes out to State committee mem-
bers and local committee chairpersons. A quarter-
ly newsletter, Mainstreamer, is distributed to citi-
zens and employers interested in the goals and
objectives of the Governor's Committee. Anyone
interested may receive this publication upon re-
quest.

The Committee sponsors annual conferences,
awards programs, and poster and journalism con-
tests to promote public awareness of the employ-
ment and rehabilitation programs for Maryland's
disabled citizens.
