The Vending Facilities Division serves as the
nominee agency for all locations through a con-
tract from the Division of Vocational Rehabilita-
tion and under authority of the Federal Ran-
dolph-Sheppard Act. The Division locates, builds,
and staffs with trained blind managers snack
bars, cafeterias, and sundry shops in publicly-
owned buildings and in private businesses. More
than one hundred of these small businesses are
located in Maryland (Code 1957, Art. 30, secs.
3-10, 30A).

The Board of State Canvassers, originally cre-
ated by Chapter 202, Acts of 1896, had its mem-
bership expanded by Chapter 739, Acts of 1967.
Its membership was reconstituted by Chapter
555, Acts of 1969, and Chapter 40, Acts of 1976.

The Board meets within thirty days after any
State election to tabulate the votes cast for each
candidate from the certified statements of votes
made by the city and county boards of canvassers.
The Board declares who is elected and delivers a
certificate of election to the State Administrative
Board of Election Laws. It issues the Declaration
of Results of the election, keeps the records of the
Board, and delivers a copy to the Governor, who
issues a commission to the persons elected (Code
1957, Art. 33, secs. 18-1, 18-2).

The Maryland Commission on the Capital City
examines means of preserving the colonial and
historic features of Annapolis. At the same time,
it plans for the city's orderly growth and develop-
ment. The Commission may also make specific
recommendations on and mark resources, the
needs for governmental activities and community
resources and facilities, the city's physical devel-
opment, and any other community needs. The
Commission is an advisory body. It reports annu-
ally to the Governor, the Anne Arundel County
Executive, and the Mayor of Annapolis.

Created by Chapter 202, Acts of 1965, the
Commission consists of several ex officio and five
appointed members, the latter of whom serve
four-year terms, two terms expiring every two
years. No member may serve more than two con-
secutive four-year terms. The ex officio members
are the Governor, the President of the Senate, the
Speaker of the House of Delegates, the Secretary
of State Planning, the State Senators for Anne
Arundel County, or any portion of it, the Mayor
of the City of Annapolis, the County Executive of
Anne Arundel County, and the Superintendent of
the United States Naval Academy (Code 1957,
Art. 41, sec. 360).

The Capital Debt Affordability Committee was
created in 1978 pursuant to Chapter 43, Acts of
1978. It consists of the Comptroller, the Treasur-
er, the Secretary of Budget and Fiscal Planning,
the Secretary of State Planning, and one person
appointed by the Governor. The Treasurer by law
is designated chairperson of the Committee.

The Committee reviews the size and condition
of the State debt on a continuing basis. On or be-
fore August 1 of each year it prepares and sub-
mits to the Governor and the General Assembly
its estimate of the maximum amount of new gen-
eral obligation debt that prudently may be autho-
