At the request of the General Assembly, the
Governor appointed the Task Force to Study Off-
Track Wagering in 1981 (Joint Resolution no. 8,
Acts of 1981). The Task Force was established to
study the various facets and forms of off-track
wagering and their probable social and economic
effects on Maryland residents. The Task Force
also considered the kind of bettors off-track wa-
gering would attract, the probability of organized
crime's involvement, and the effect that off-track
betting would have on illegal gambling and on
the State Lottery.

The Task Force issued an interim report in
February 1982, and completed its work later in
the year.

The Task Force to Review the State's Policy
on Payroll Deductions was appointed by the
Governor in 1981. The Task Force was directed
to review the State's payroll deductions policy
and to recommend changes to allow private sec-
tor groups to use payroll deductions for member-
ship fees. The Task Force was to examine the ef-
fects of the policy or recommended changes on
unions involving State employees, insurance com-
panies, and any other group that might appropri-
ately be considered for inclusion in the State pay-
roll deduction program. The Task Force sub-
mitted its final recommendations to the Governor
in 1981. A copy of the final report is on file with
the Hall of Records.

The Executive/Legislative Task Force on Pris-
ons was established by the Governor in 1981 to
make recommendations to the Governor and the
legislature concerning the need for additional
prison capacity in the 1980s and the future role
of the Community Adult Rehabilitation Center
(CARC) program.

The Task Force consisted of two members of
the Senate designated by the president of the Sen-
ate, two members of the House of Delegates des-
ignated by the speaker of the House, the Secretar-
ies of the Departments of Public Safety and
Correctional Services, State Planning, and Gener-
al Services, the executive director of the Gover-
nor's Commission on Law Enforcement and the
Administration of Justice, and a representative
from the Governor's office.

The Task Force submitted its final report to
the Governor on September 15, 1981.

In 1981 the Task Force recommended that the
Board of Public Works establish a Procurement
Advisory Council to advise the Board on State
procurement and contracting policies. When the
Board of Public Works established the Procure-
ment Advisory Council in September 1981, the
Task Force disbanded.
