The Task Force submitted an interim report to
the Governor in September 1981. The report in-
cluded findings and recommendations on classifi-
cation and compensation, and recruitment and
hiring systems.

The Task Force to Study the Purchase of Tax
Deferred Annuities was created by the Governor
in 1981 in response to Joint Resolution no. 11,
Acts of 1981. The Task Force is to study the
benefits and problems in the purchase of tax de-
ferred annuities on behalf of State educational
and other employees eligible under the Internal
Revenue Code.
Appointed by the Governor, the Task Force is
composed of seven members. The Comptroller's
Office, the State Board for Higher Education, the
State Department of Education, and the Depart-
ment of Budget and Fiscal Planning are each rep-
resented by one member. Also serving on the
Task Force are three additional individuals with
expertise in the field of purchasing tax deferred
annuities. The Task Force is to report its findings
to the Governor.

The Governor created the Inter-Departmental
Committee for Telecommunications Master Plan-
ning in 1982 (Executive Order 01.01.1982.03).

The Committee is responsible for coordinating
the development of a Telecommunications Master
Plan for Maryland State government.
The Committee is chaired by the Secretary of
General Services or his designee. Other members
include the Secretaries or their designees of the
Departments of Budget and Fiscal Planning,
State Planning, Public Safety and Correctional
Services, Natural Resources, Transportation, and
Health and Mental Hygiene. The Committee is to
submit quarterly progress reports to the Gover-
nor, and complete the final Telecommunications
Master Plan, with proposed legislation, by June
30, 1983.

The Three Mile Island Committee was estab-
lished by the Governor in March 1980 to review
all proposals for the disposal of waste and all
other aspects of the cleanup operation at Three
Mile Island nuclear power plant that could affect
Maryland and its residents. The Committee is to
examine all pertinent proposals by the federal
Nuclear Regulatory Commission, review Mary-
land's monitoring activities and the interpretation
of monitoring data, follow the course of events
during the cleanup, and determine when there is
no longer a threat to Maryland attributable to
the nuclear accident at Three Mile Island.
