these problems, and defines problem areas for
which committees could find solutions or recom-
mendations for action. The Council also defines
scientific areas where additional research or the
analysis of data is badly needed, reviews available
resources to perform such analysis, and recom-
mends the approach to be used. The Council fur-
ther works to improve scientific education, in-
cluding identification of well-defined problem
areas for studies to be performed by graduate stu-
dents, particularly those studies that will be of
value to the State. It acts as a liaison with scien-
tists of other states or agencies in coordinating
approaches to common scientific problems and
provides scientific and technological advice to the
principal Executive Departments at the Gover-
nor's request or with his approval.

The Sewage Sludge Management Commission
was established by the Governor in 1982 in re-
sponse to Joint Resolution no. 25, Acts of 1982.
The Commission is to study the use and disposal
of sewage sludges and recommend a public policy
for short- and long-term use of sewage sludge.

The twenty-five members of the Commission
represent State departments, educational institu-
tions, local government, the fanning community,
private industry, and the general public. The
Governor designates the chairperson. The Com-
mission is to report its findings and recommenda-
tions to the General Assembly by January 1,
1983.

The Governor reorganized the Commission to
Study Sovereign Immunity in July of 1975 in re-
sponse to legislative initiatives seeking revisions in
the common law doctrine of sovereign immunity.
In an effort to provide the General Assembly
with useful reference material, the Governor di-
rected the Commission to explore the concept of
sovereign immunity with emphasis on the practi-
cal and fiscal implications of a sovereign immuni-
ty abrogation in contract and tort. Pursuant to
the Governor's charge, the Commission under-
took an extensive survey to review the experience
of other states that had modified the doctrine of
sovereign immunity and to evaluate the impact
anticipated by various sectors of the Maryland
governmental communities in the event the doc-
trine was abrogated. A report was submitted to
the Governor and General Assembly in Novem-
ber 1976.

The Governor created the Governor's Task
Force to Streamline State Government in May
1981. The Task Force is to review the approval
processes of budget and personnel control agen-
cies as well as their procedures for interpretation
and administration of executive policy. Its pur-
pose is to recommend ways to streamline required
internal and interdepartmental processes by re-
ducing the paperwork and approval points.
