Appointed by the Governor, the Licensed Prac-
tical Nurse Study Group was formed July 1,
1982, to examine the role of the LPN in the
health care delivery system. The Study Group
will examine educational preparation for the Li-
censed Practical Nurse, including requirements,
availability of educational opportunity and articu-
lation. It will also examine the nature of the prac-
tice of licensed practical nursing, including role
relationships with other health care providers.
The Study Group will report its findings to the
Governor in 1983.

The Governor created the Advisory Board on
Rape and Sexual Offenses in 1982 (Executive Or-
der 01.01.1982.04). The Board is to study the
problems of rape and sexual offenses, concentrat-
ing on victim assistance, prevention, and educa-
tion, and law enforcement procedures, and evalu-
ation of rape and sexual offense laws. The Board
also will study the funding of rape crisis and sex-
ual assault centers.
The Advisory Board consists of seventeen
members. They include the Secretaries of Human
Resources, and Health and Mental Hygiene, or
their designees; the chairperson of the Maryland
|
Commission for Women, or a designee; and one
representative each of the Police Training Com-
mission, the Maryland Sheriff's Association, the
Maryland Chiefs of Police Association, and the
Maryland Criminal Justice Coordinating Council.
The Board also includes a Senate member select-
ed by the president of the Senate, a House of
Delegates member selected by the speaker of the
House of Delegates, the Attorney General or a
designee, a member of the judicial branch of State
government, and six public members. The public
members must have an interest or expertise in the
problems of rape and sexual offenses, and include
representatives from rape crisis and victim assis-
tance programs. The chairperson is appointed by
the Governor from among the public members.
The Advisory Board may make such interim
recommendations as it deems necessary, and must
submit a written report of its findings and recom-
mendations to the Governor and General Assem-
bly by January 1, 1984.

The Governor appointed this council by Execu-
tive Order in 1970 to succeed the Governor's Sci-
ence Resources Advisory Council.
The Governor's Science Advisory Council pro-
vides the Governor with objective scientific or
technological advice as he deems necessary and
appropriate. It identifies broad future problems in
all fields to which scientific approaches should be
applied, formulates recommendations to alleviate
