The Acting Governor appointed this Commis-
sion in 1977, at the request of the General As-
sembly, to study the liability of State, county,
and municipal employees for torts arising out of
their employment (Joint Resolution no. 16, Acts
of 1977).
The Commission consists of two State Senate
members appointed by the president; two House
of Delegates members appointed by the speaker;
a representative of the State Treasurer's Office
appointed by the State Treasurer; one representa-
tive each from the Department of Personnel, the
Department of Budget and Fiscal Planning, and
the Governor's Office, all appointed by the Gov-
ernor; a representative of the Maryland Classified
Employees Association; a representative of the
American Federation of State, County, and Mu-
nicipal Employees; a representative of the Attor-
ney General's Office appointed by the Attorney
General; a representative of county government
appointed by the Maryland Association of
Counties; a representative of municipal govern-
ment appointed by the Maryland Municipal
League; and a representative of Baltimore City
appointed by the Mayor.
A report was submitted to the Acting Gover-
nor and the General Assembly in October 1978.

The Maryland Marathon Planning Committee
orginally was created by the Governor in 1972 to
plan the first Maryland Marathon for 1973.
The Maryland Marathon (also known as
Baltimore's Maryland Marathon) is a long-dis-
tance race for runners held annually in Baltimore.
Normally, the event is scheduled for the last Sun-
day of November or the first Sunday of Decem-
ber. The 1982 Marathon was cancelled because of
snow and rescheduled for March 1983.
Appointed by the Governor, the Committee
plans and executes the Maryland Marathon.
Committee work involves everything concerned
with the race from the initial advertisements and
application processing down to the course plans,
traffic coordination, and compilation of results.

The Governor's Medicaid Cost Containment
Task Force was created in January 1980. Its pur-
pose is to study the Maryland Medical Assistance
Program and make recommendations to reduce
expenditures in order to ensure the Program's sol-
vency, while at the same time assuring quality
health care for the poor.

The Mobile Home Study Commission was es-
tablished by the Governor pursuant to Joint Res-
olution no. 43, Acts of 1977. The Commission
studies the problems and issues related to mobile
home resident and business endeavors, and the
implications and ramifications of these problems
and issues for the public in general.
