At the request of the General Assembly, the
Governor appointed the Humane Practices Com-
mission in 1971 (Joint Resolution no. 47, Acts of
1971). The Commission investigates and oversees
the treatment, care, and condition of patients in
hospitals for the mentally ill and mentally retard-
ed. It reports regularly to the Governor and Gen-
eral Assembly on its findings.

The Commission consists of three members
appointed by the Governor. They represent vol-
untary citizens groups, including one group con-
cerned with the mentally ill, one group concerned
with the mentally retarded, and the third group
concerned with physically handicapped persons.
The president of the Senate and the speaker of
the House of Delegates each appoint two mem-
bers.

The Governor appointed the Juvenile Justice
Advisory Committee in 1980 as mandated by the
federal Juvenile Justice and Delinquency Preven-
tion Act of 1977. The Committee advises and as-
sists the Governor, the Maryland Criminal Jus-
tice Coordinating Council, and the General
Assembly on juvenile justice matters. It also re-
views and comments on all juvenile justice and
delinquency prevention grant applications submit-
ted to the Maryland Criminal Justice Coordinat-
ing Council for the use of federal funds. In addi-
tion, the Committee assists in monitoring State
compliance with federal juvenile justice statutes.

Criteria established by the Juvenile Justice and
Delinquency Prevention Act require that a major-
ity of Committee members not be full-time gov-
ernment employees, that one-third be under the

age of twenty-six, and that at least three members
be ex-offenders or currently under the jurisdiction
of the juvenile justice system.

The Governor originally appointed this com-
mission in 1970 at the request of the General As-
sembly (Joint Resolution no. 46, Acts of 1970).
The Commission studies current State and local
laws, ordinances, and regulations in the areas of
landlord-tenant law to formulate an all-
encompassing revision and consolidation of Land-
lord-Tenant Law in Maryland. The Commission
consists of members who have an interest in or
experience with landlord-tenant problems.

The Governor appoints members of this coun-
cil pursuant to the Legal Services Corporation
Act of 1974 (P.L. 93-355). The Act was amended
in 1977 by P.L. 95-222. Members serve one-year
terms.

The Advisory Council notifies the Legal Ser-
vices Corporation of any apparent violation of the
federal Act reported to it and performs such oth-
er duties and responsibilities as the National Le-
gal Corporation may from time to time deem ap-
propriate.
