20, Acts of 1979. The Task Force examined regu-
latory compliance activities such as surveys, in-
spections, visits, and formal and informal reports
effecting health facilities and provider enterprises.
The objective of the study was to recommend
means to eliminate, consolidate, and otherwise re-
duce such regulatory activities, initiate regulations
revision as necessary, recommend changes in law
where appropriate, and, while concentrating ini-
tially on general hospitals, involve other health
facilities, such as nursing homes.

The Task Force consists of fifteen members.
One member each, recommended by the respec-
tive committee chairpersons, represent the Senate
Economic Affairs Committee, the Senate Finance
Committee, the House Environmental Matters
Committee, and the House Economic Matters
Committee. The Secretary of Health and Mental
Hygiene appointed three members to represent
the Maryland Hospital Association, one member
each to represent the Maryland Nurses Associa-
tion, the Medical and Chirurgical Faculty of
Maryland, Blue Cross-Blue Shield of Maryland,
and the Department of Health and Mental Hy-
giene. The Oovernur appointed three public mem-
bers, one of whom served as chairperson.

The Task Force's report of September 1982 is
available upon request. The report notes signifi-
cant accomplishments, including the passage of
legislation to recognize the Joint Commission on
Accreditation of Hospital Certification for State
licensure purposes in hospitals.

Because of the complexity of subject matter,
the Task Force is viewed as one having extended
duration. It is continuing to study quality assur-
ance, utilization review, and equal access.

The Governor's Housing Task Force was
appointed by the Governor in 1981 (Joint Reso-
lution no. 22, Acts of 1981). The Task Force was
created in response to the rapid increases in costs
of new housing construction and in mortgage
rates, which have placed growing pressures on
low and moderate income households.

The Task Force is to study the demand for
subsidized housing in Maryland. It is to review
policies and procedures of the Community Devel-
opment Administration of the Department of
Economic and Community Development, and
evaluate the role of the Maryland Housing Fund
in supporting State housing programs.

The Task Force further is charged to make an
assessment of Statewide housing needs and exam-
ine alternate allocation guides for the distribution
of assisted housing. It is to examine the relation-
ship of the Department of Economic and Com-
munity Development and llic Community Devel-
opment Administration; conduct a personnel
review of the Community Development Adminis-
tration; and evaluate the underwriting procedures
of the Administration. The Task Force also will
explore ways by which the Community Develop-
ment Administration can expand its role in the
area of housing for the elderly and for families.
Finally, the Task Force will review code provi-
sions and agency regulations requiring local ap-
proval of housing proposals.

The Task Force is to report its findings and
recommendations in October 1983.
