The Governor appointed this committee in
1971 to establish a safety program for State em-
ployees who drive State-owned and privately-
owned motor vehicles during their performance of
official State business.
Under the State Fleet Safety Committee's pro-
gram, Accident Review Boards have been estab-
lished in all State Departments. These boards re-
view all motor vehicle accidents involving State
employees on official business, determine the
cause and preventability of the accident, and rec-
ommend corrective action to be taken. Addition-
ally, the Committee involves itself in vehicle safe-
ty promotional activities, along with a program
of Defensive Driving Instruction by trained in-
structors from various State Departments.
These actions have helped reduce accidents and
the resultant costs. Continuation of this program
will make State drivers aware of their driving re-
sponsibilities and further contribute to the safe
operation of the State fleet.
The Committee meets regularly the last Tues-
day of each month.

The Golden Age Card Task Force was ap-
pointed by the Governor in 1982. The Task
Force is to help the Office on Aging implement
the Golden Age Discount Card Program. The
Program, created in 1981, encourages the devel-
opment of voluntary programs to extend assis-
tance to State residents who are 65 years of age
|
and older or disabled (Chapter 259, Acts of
1981).
Established for a one year period from August
1982, the Task Force consists of representatives
from organizations for the aged and/or handi-
capped, businesses, labor, and the legislature.

The State Coordinating Committee on Services
to Handicapped Children was created by Execu-
tive Order in 1979. The Committee is to examine
the kinds of programs and services required by
handicapped children, determine the number and
type of children in out-of-state agencies, and iden-
tify the characteristics of facility and staff that
would be needed to accommodate these children
in Maryland.

The State Coordinating Council for the Resi-
dential Placement of Handicapped Children was
created by the Governor in 1982 (Executive Or-
der 01.01.1982.09). The Council is to develop
procedures for the operation of Local Coordinat-
ing Councils for Residential Placement of Handi-
capped Children. It will review Local Coordinat-
ing Councils' operations and will assure that the
Councils consider all alternatives for the provi-
