sion of services to handicapped children and their
families in the community.

With the Local Coordinating Councils, the
State Coordinating Council is to plan, coordinate,
and monitor the provision of multiple agency ser-
vices to handicapped children requiring residen-
tial placement. It also is to establish and maintain
a multiple agency information system that will as-
sure agency accountability and will enable the
State to plan for needed services. The State Coor-
dinating Council, additionally, is to coordinate
evaluations of residential facilities for handicap-
ped children required by law.

The State Coordinating Council consists of the
Secretary of Health and Mental Hygiene, the Sec-
retary of Human Resources, and the State Super-
intendent of Schools, or their designees. The Di-
rector of the Office for the Coordination of
Services to the Handicapped serves as a non-vot-
ing, ex officio member. Service as chairperson ro-
tates annually among the voting members.

The Governor appointed the Hart-Miller Advi-
sory Board in 1981. The Board monitors the con-
struction of the Hart-Miller Spoils Area Dike and
advises the Governor of any problems in the
progress of that construction.

The Maryland Heritage Committee was
appointed by the Governor in 1982 (Joint Reso-
lution no. 6, Acts of 1982). The Committee was
established to coordinate plans for commemorat-
ing, among others, the following four events in
Maryland's history: first, the granting of the
Charter of Maryland (June 20, 1632); second, the
founding of Maryland (March 25, 1634); third,
the resignation in the State House at Annapolis
of Gen. George Washington as commander-in-
chief of the Revolutionary Army (December 23,
1783); and fourth, the ratification in the State
House at Annapolis of the Treaty of Paris for-
mally ending the War of Independence (January
14, 1784). The Committee is to cooperate with all
political subdivisions and interested private orga-
nizations in planning these commemorations, ad-
minister grant funds and review competitive grant
proposals, and monitor all relevant programs,
events and activities.

The Committee is composed of one representa-
tive from the Office of the Governor, one member
of the Senate recommended by the president of
the Senate, one member of the House of Dele-
gates recommended by the speaker of the House,
one representative each from the Maryland His-
torical Trust, the Hall of Records Commission,
the St. Mary's City Commission, the Maryland
Commission on Artistic Property, the Depart-
ment of Economic and Community Development,
the Maryland Historical Society, and the Mary-
land Committee for the Humanities, and three
additional members from the public at large. The
chairperson and vice-chairperson are selected
from among the public members.

The Committee will serve until June 30, 1985,
and is required to report its activities to the Gov-
ernor and the General Assembly.
