Program Open Space coordinates the acquisition
and development of land for the use of all depart-
mental agencies.
The Land and Property Management Program
was created within the Capital Programs Adminis-
tration effective July 1, 1979. This Program con-
sists of seven projects: 1) General Direction; 2)
Real Property Control and Maintenance; 3) Fair
Hill Natural Resources Management Area; 4) Wye
Island Resources Management Area; 5) Monocacy
Natural Resources Management Area; 6) Deep
Creek Lake Natural Resources Management Area;
and 7) Helen Avalynne Tawes Garden.
General Direction is responsible for the overall
coordination of the Land and Property Manage-
ment Program, which includes the budget prepa-
ration and administration as well as the planning
aspects.
The Real Property Control and Maintenance
Project is responsible for all record keeping asso-
ciated with lands owned by the Department of
Natural Resources, including deeds, leases, ease-
ments, and rights-of-way. Since July 1, 1979,
DNR agencies that manage land and improve-
ments prepare maintenance schedules that are
monitored by this section. This project also ad-
ministers Camp Echo Lake, the Historic Survey,
and the Department's position on the C & 0 Ca-
nal National Historical Park Advisory Commis-
sion. This program is also responsible for the
management and administration of four areas:
Fair Hill, Wye Island, Monocacy, and Deep
Creek Lake.
The Office of Recreation and Leisure Services
was created in 1974 by State legislation. The Of-
fice provides a variety of technical and advisory
services to State agencies, county and municipal
governments, youth-serving agencies, universities
and colleges, hospitals, civic and service groups,
business groups, and individuals. Assistance in-
cludes: administration, personnel referral, plan-
ning, studies, appraisals, training, operation, orga-
nization, publications, finance, legal, federal aid,
maintenance, programming, development, and
standards.
The Office of Recreation and Leisure Services
studies and appraises recreation and leisure needs
statewide. It disseminates information, cooperates
in the promotion and organization of local recre-
ation and park systems, and advises and assists
agencies. The Office aids in establishing and pro-
moting professional standards by recruiting,
training, and referring recreation personnel. It
also promotes leisure institutes and professional
organizations and conferences in the field of

recreation and parks.
Under the Capital Programs Administration,
the Office is also involved in developing a land
gifts program, researching supplemental funding
sources for acquisition and development, and
assisting in major enterprise development proj-
ects.

The Committee reviews and advises the Secre-
tary of Natural Resources on all matters relating
to the Deep Creek Lake Recreation Maintenance
and Management Fund and the Deep Creek Lake
Management Program (Code Natural Resources
Article, sec. 5-216).

BOARD

concerning Gunpowder Falls State Park (Code
Natural Resources Article, sec. 102(d)).
HELEN AVALYNNE TAWES GARDEN
ADVISORY COMMITTEE

The Committee plans and develops the Tawes
Garden, a barrier-free Annapolis garden which
features plants characteristic of Maryland (Code
Natural Resources Article, sec. l-102(d)).
