The Regional Institute at Rockville provides
treatment services for emotionally handicapped
children from Montgomery and Frederick
counties. It offers an intensive diagnostic and
treatment unit, residential treatment, and day
treatment. Educational services are provided by
the Montgomery County Department of Educa-
tion.
Day treatment is provided for 50 children be-
tween the ages of 13 and 18 (day treatment ca-
pacity 120). The facility is currently licensed for
56 beds (capacity 80).

Established by Chapter 231, Acts of 1894,
Springfield Hospital Center opened for patients in
1896. The hospital admits mentally ill patients
from Baltimore City and from Carroll, Frederick,
Garrett, Howard, and Montgomery counties. The
facility is licensed for 1,650 patients (Code
Health-General Article, sec. 10-406).

Spring Grove Hospital Center originally was
established in 1797 as the Maryland Hospital
(Chapter 102, Acts of 1797). It adopted the name
of Spring Grove by Chapter 187, Acts of 1912.
The Center admits mentally ill patients from
Baltimore, Harford, and Prince George's counties.
The facility is licensed for 1,475 patients (Code
Health-General Article, sec. 10-406).

The Upper Shore Community Mental Health
Center is a multipurpose hospital operated by the
Mental Hygiene Administration. The Center
maintains 72 beds and provides psychiatric ser-
vices for all qualified persons 16 years of age and
older from the Upper Shore (Caroline, Cecil,
Kent, Queen Anne's, and Talbot counties).
The Center also provides a 15-bed juvenile de-
tention center and a 20-bed intermediate care unit
for men and women over the age of 18 for the
treatment of alcoholism.
The first psychiatric residents were admitted to
the facility on March 1, 1982 (Code Health-Gen-
eral Article, sec. 10-406).

The Mental Retardation Law provides for the
organization and administration of the Mental
Retardation and Developmental Disabilities Ad-
ministration (Code Health-General Article, Title
7). The Director of the Administration is
appointed by the Secretary of Health and Mental
Hygiene.
The Administration plans, develops, and di-
rects a statewide comprehensive system of ser-
