vices for mentally retarded and developmentally
disabled persons and their families, and coordi-
nates its activities with other government, volun-
tary, and private health, education, and welfare
agencies. Developmental Disabilities includes pro-
grams for disorders such as cerebral palsy, spina
bifida, epilepsy, and severe communicative disor-
ders. The Administration operates numerous resi-
dential facilities. It also provides funds for pur-
chased care, group homes and apartments, small
residential centers, and activity programs for
mentally retarded persons. The Mental Retarda-
tion and Developmental Disabilities Administra-
tion also includes Crippled Children's Services
and Supplementary Security Income Eligible/
Disabled Children's Programs, and Continuum of
Care Teams. These teams initiate, coordinate, and
evaluate programs in five designated regions of
the State. Team members provide consultation
and assistance to local governments and other lo-
cal resources agencies in the development of
plans, program priorities, and requests for funds.

The Governor originally appointed the Devel-
opmental Disabilities Council in 1971 to carry
out the provisions of the Federal Developmental
Disabilities Services and Facilities Construction
Act as amended by the Developmental Disabili-
ties Services and Facilities Construction Amend-
ments of 1970. He reconstituted the Council in
1973 so the State might qualify for certain federal
grants to finance services and facilities for the
mentally retarded and persons with other develop-
mental disabilities, and for mental health centers.

The Council membership consists of one-half
parent-consumers, of which one-third must be

primary consumers, and one-half professionals.
Members serve at the pleasure of the Governor.

Opened on October 23, 1978, as the Thomas B.
Finan Center—Mental Retardation and Develop-
mental Disabilities Unit, the Brandenburg Center
adopted its present name in 1981. The Center
serves the residential needs of retarded adults in
Allegany and Garrett counties (Code 1957, Art.
59A, sec. 19). Brandenburg Center is a multipur-
pose health facility. The Mental Retardation and
Developmental Disabilities Unit provides occupa-
tional, physical, speech, and hearing therapies, so-
cial services, and medical supervision to its clients
(Code Health-General Article, sec. 7-305).

The major goal of the Unit is to habilitate cli-
ents to the point where they may be returned to
various community settings of a less restrictive
nature. Service capability is for fifty clients.

Origins of the Victor Cullen Center date to
1908, when the State Sanatorium was established.
In 1949 the Board of Public Works renamed the
Sanatorium as the Victor Cullen State Hospital, a
tuberculosis hospital under the oversight of the
State Department of Health. In 1965 the Victor
Cullen Center was established as a training
school for male minors under the State Depart-
ment of Public Welfare (Chapter 818, Acts of
1965). It was transferred to the Juvenile Services
Administration on July 1, 1967. In January 1974
the Victor Cullen School was transferred from the
jurisdiction of Juvenile Services to what is now
the Mental Retardation and Developmental
Disabilities Administration. It was then redesig-
nated as the Victor Cullen Center.
