The Clifton T. Perkins Hospital Center was
established by Chapter 814, Acts of 1959, as
Maximum Security Hospital. It adopted its pres-
ent name in 1960. Designed to provide active
treatment programs within a setting of maximum
security, the hospital is located midway between
Baltimore and Washington, D.C.
The hospital receives patients who are referred
by the courts of Maryland for pretrial psychiatric
evaluation. It provides a residential service for in-
dividual offenders who have been found to be not
guilty by reason of insanity, as well as hospital-
ization for inmates of penal institutions who be-
come mentally ill and require involuntary psychi-
atric hospitalization. In addition, the hospital
accepts transfer patients from other State psychi-
atric hospitals when their illness requires maxi-
mum security treatment for a period of time. The
hospital is designed for a capacity of 246 (Code
Health-General Article, sec. 10-406).

Established by Chapter 558, Acts of 1967, the
Maryland Psychiatric Research Center is located
on the grounds of Spring Grove Hospital Center.
The Research Center opened in 1968. The Uni-
versity of Maryland operates the Center under an
agreement with the Department.
The Center conducts a program of basic and
applied interdisciplinary research into mental ill-
ness. It also offers training in research for gradu-
ate and post-graduate students in psychiatry and

The Regional Institute provides intensive inpa-
tient and outpatient psychiatric care for children
who are seriously emotionally ill. The Institute,
which opened in 1958, was first located on the
grounds of the Rosewood Hospital Center. In
1973 the Institute was moved to its present loca-
tion, the site of the former St. Peter's College in
West Baltimore. It is licensed for 80 residential
patients, with a day treatment capacity for 24 ad-
olescents.

Chapter 891, Acts of 1982, authorized the De-
partment of Health and Mental Hygiene to pro-
vide a regional institute for the severely emotion-
ally disturbed youth of Prince George's, St.
Mary's, Calvert, and Charles counties. The Insti-
tute is a residential center located in Prince
George's County.
