Counties; a representative of municipal govern-
ment appointed by the Maryland Municipal

A report was submitted to the Acting Gover-
nor and the General Assembly in October 1978.

State and local statutes relating to duplicative,

hearing requirements. The Task Force is to ren-
der a final report prior to November 1, 1980.

Pursuant to the mandate of Chapter 775, Acts
of 1980 (House Bill 972), which required the
Board of Public Works, the Departments of Bud-
get and Fiscal Planning, General Services, and
Transportation, and the University of Maryland
to formulate State procurement regulations on or
before December 1, 1980, the Governor with the
concurrence of the other members of the Board of
Public Works commissioned an ad hoc, inter-
agency task force to develop the required regula-
tions.

The Task Force consists of two committees:
one to draft the proposed regulations and the
other to provide oversight and direction. The
Regulation Drafting Committee has been formed
with representatives from the University of Mary-
land, the Departments of Budget and Fiscal Plan-
ning, General Services, and Transportation, and
the staff to the Board of Public Works. The Over-
sight Committee includes members from: the Of-
fices of the Governor, Comptroller, Treasurer,
and Attorney General; the Departments of Gen-
eral Services, Transportation, and Budget and
Fiscal Planning; the staff to the Board of Public
Works; and advisory designees from the Mary-
land Senate and House of Delegates.

The Task Force has decided to develop the ini-
